The Ocedhel don't worship Ishap. The ocedhel who are also part of the Jehandi, the nomadic people of the grasslands, _they_ worship "Ama-ral" an Ishapian heresy.
But the humans who make up the majority of the Jeshandi are the people who brought that religion with them, so the elves who lived with them were converted.
Don't fall into the trap of assuming that "elven culture" is monolithic. I worked pertty hard to dispell that notion.
