As far as Midkemian bureaucracy, you've got to keep in mind that this government is still pretty "direct," i.e. you get hauled before a judge, sentenced, and hung in a matter of a few weeks max. You also don't have lots of licenses and forms to fill out.
There are patents awarded and exclusive deals and the like, but over all it's a pretty paper-free reality. Probably the closest they get to a bureaucratic nightmare would be customs.
