What is Queg like?

It's a former province of the Empire that has somewhat fallen into a state of . . .well, let's say the mimic some of the Keshian behavior, but not others. As an Earth model, David Guiasso, who created Queg, made them pretty Imperial Roman in culture. So, there's an Emperor and nobels (patricians) who are very Latin in culture and manners, and peasants (who are more like medieval Italians). It's also a nation with it's own quirky laws, so you don't dare step off a ship in Queg without knowing a local. You never let a stranger buy you a drink. All will be explained in the book.
