They have come back. They were captured in the Lifestone. . . don't know how that one lingered on past A Darkness at Sethanon. Now, the _effects_ of the Valheru will cause some nasty stuff down the road that will make more sense to you after I write it, but the actual, real, for once and for all real Dragon Lords are gone.
